Procuring an ERP system for the Office For Students



MCP2 were appointed by the Office for Students (OfS), a new government regulator, to procure and implement a new Enterprise Resource Planning (ERP) tool for use across the new organisation. This was a particularly ambitious project as the new system went live on the first day of the financial year and OfS operations, closing the Higher Education Funding Council England (HEFCE) and Office for Fair Access.


MCP2 worked in close partnership with HEFCE’s Finance and HR teams to clearly specify the requirements of the new solution and anticipate the future requirements of the new regulatory body.

Our consultants shared best practice from similar procurements and lessons learned from other public sector ERP implementations, leading the team in procuring a fit for purpose solution and high quality support within extremely challenging timescales.

MCP2 led early market engagement activities, undertook an OJEU compliant tender process and managed and moderated the evaluation process to ensure a fair and transparent procurement process as well as working closely with the legal team to ensure favourable terms were in place. This challenging project was completed from concept to contract award in less than six months.

The project group worked closely with the communications team and timely training events were held to facilitate a smooth transition between systems as well as closing the accounts for the financial year. The team developed a clear roadmap of roll out of future functionality expanding the benefits of the solution once the core functionality embedded.

Following contract award, MCP2 acted as Contract Managers facilitating review meetings and ensuring milestones were met and payments made.


The project was successfully delivered on-time and to budget and the OfS is benefitting from the new capacities the system offers including all finance functions, a wrap-around e-procurement solution, P2P and all HR processes.

The Finance team were recognised for the outstanding achievement by being awarded the Government Finance ‘Finance Team of the Year’.
