DEVELOPING A VIABLE QUALITY ASSURANCE SOLUTION FOR THE HIGHER EDUCATION SECTOR
MCP2 were appointed by the Higher Education Funding Council for England to review the multi-million £ Quality Assurance regime across the HE sector.
Following a thorough review and stakeholder engagement a revised process was developed following MCP2’s proprietary ROAD© process that determines the appropriate needs, wants and requirements as a pre-requisite to going to market.
The work specified within the tender was split into six Lots with each an important building block in the broader quality assessment framework. Each Lot was let as a single contract and the ROAD© process defined a varied duration of a contract by Lot to maximise value with relevant break clauses. Each contract package was bespoke to the services being delivered with novel methods linked to the desired outcomes and rewarding the supplier for meeting client needs in terms of outcomes and not only outputs.
Early market engagement with potential suppliers and those already involved in delivery along with in-depth supplier days enabled our Client to meet with the Sector and helped to shape these contractual models and ensure they were fit for purpose and able to ensure value for money for the tax payer and a fair return for the suppliers.
IMPACT & OUTCOMES
The programme was delivered to time and under budget, with the outcomes of the programme widely applauded, making huge strides in improved delivery. In addition, the programme realised savings in excess of 40%.
